Sprint 61 Plan: Continuous Matrix Certification Pipeline
Context
After full-matrix release, quality must be continuously re-proven as adapters, runtimes, and policies evolve. Sprint 61 operationalizes continuous certification.
Goals
- Run scheduled certification jobs across supported language pairs
- Detect certification regressions early with pair-level blast radius reports
- Version and archive certification evidence bundles
- Block unstable pair promotions automatically

Step 839: Certification job scheduler (12 tests)
Step 840: Pair selection strategy engine (hot pairs, random sampling, full sweeps) (10 tests)

Step 842: Pair regression detector with severity levels (10 tests)

Operational Rule
- Stable-tier pairs must pass certification in the most recent cycle.
