All wired through Serialization.h, CompactAST.h, SidecarPersistence.h, HeadlessAgentRPCHandler.h (setEnvironment, getEnvironment, validateEnvironment, getLoweringHints RPCs). Tests for steps 284-285 written. Steps 286-289 tests remaining.
